Dr Mohamed Jaffer Kassim is a very prominent legal expert, legislator, and scholar, with more than 40 years of multi-faceted legal career that encompasses public service, research, and private practice. Dr Jaffer has held very high-level and diverse positions at judiciary and government, which made him fundamentally familiar with the legal framework in Yemen. Among his several prominent governmental positions were Deputy Minister of Justice for 14 years, Judge of the Supreme Court for 8 years, President of Tawahi District Court in Aden for 7 years. Further, as a legislator, Dr Jaffer participated in three important national initiatives, including drafting the Constitution of the Republic of Yemen which was totally adopted in May 1990.
In private consulting, Dr Jaffer advised Premier Petroleum (2005), and Milbank of London, the international Consultants of the lenders of Yemen LNG which carried out a few billion dollar liquefied natural gas project in Yemen. This experience provided him with ultimate knowledge of the legal relationship between the private and public sectors from many angles. Another highly relevant aspect of Dr Jaffer’s qualifications is his extensive record of international contributions. As participant and speaker, he took part in more than 20 international conferences and symposiums. Finally, he worked at the World Bank sponsored project for four years. He holds a Doctorate Degree and DEA (Diplome des Etudes Approfondies) in Political Science & Constitutional Law from the University of Montpellier, France and a Bacholar of Laws from Damascus University, Syria.
